Bond Implementation Commission

The Bond Implementation Commission is an advisory board to City Council on the bond projects. The Commission was formed after the citizens of Hickory approved a bond referendum in November 2014. The bond referendum covers four projects: The Citywalk, The Riverwalk, Streetscapes and Gateways, and a Class A advanced manufacturing park, known as Park 1764.

City Council understood that since these projects would be funded by Hickory residents, group-looks-at-citywalk
Hickory residents should be able to offer input regarding the projects.  Based on this notion, the
Bond Implementation Commission was created. The Commission is made up of 42 diverse and actively
engaged citizens.  In an effort to narrow the Commission’s focus, subcommittees have been formed for each of the projects, excluding Park 1764 as it is a highly specialized, joint project with Catawba County.

The Commission and subcommittees devote a great deal of time discussing the plans and development of each project. Currently, the Commission is working in conjunction with Amec Foster Wheeler, the firm that has been hired to design the Citywalk and Gateways. A firm should be hired in the near future to design the Riverwalk. The Commission offers feedback to the firm to help them design features that are representative of Hickory and its citizens.

The projects and their planning processes are complex and time-consuming. Although construction has not yet begun, the Bond Commission, City Staff and City Council are hard at work behind the scenes
bringing the projects to fruition.  The following is a brief update of each project as of December 2016.

Riverwalk (1 mile River boardwalk along Lake Hickory)

• Design to begin in early 2017

• Under contract with AMEC Foster Wheeler for construction design of two gateways (Hwy 321 at Hwy 70 and Hwy 321 at Clement Blvd)
• Design to be completed by Spring 2017
• Construction summer 2017

Park 1764
• Partnership between City, County & Catawba Co EDC for a Class A Business Park
• Partnership received $670,000 grant for utilities and entrance
• Partnership working on selection of engineering firm to design sewer extension and entrance/road access off of Startown Road by early 2017
